Crispy Beef with Water Chestnuts

This was a tasty dinner I've made before.  I like to serve it over rice.  The original recipe is from the Weight Watchers cookbook, Stir It Up.

Ingredients:
10 oz. flank steak
1 tbsp. soy sauce
2 tsp. cornstarch
2 tsp. peanut oil
8 scallions
1/2 red bell pepper
3/4 cup water chestnuts
2 tbsp. beef broth
1 tbsp. rice wine

Directions:

1.  Combine steak, soy sauce, and cornstarch in a medium bowl.  Toss to coat.
2.  Heat skillet and add 1 tsp. oil.  Add scallions and bell pepper.  Cook until softened and transfer to plate.
3.  Add remaining oil to skillet and add beef mixture.  Stir fry until cooked through, stir in vegetables, water chestnuts, broth, wine, and cook.
